Stringent restrictions imposed under Grap-4 to tackle the pollution crisis in Delhi-NCR will continue at least till Dec 2, when Supreme Court will take a call on relaxing the measures based on the air quality in the capital.

The Supreme Court ruled that GRAP Stage IV measures will continue until December 2, except in schools. The Commission for Air Quality Management is set to review and suggest easing the restrictions. Concerns over stubble burning in Punjab and failure to restrict truck entry in Delhi were also highlighted.

It is pertinent to note that the air quality continues to be a significant concern in the Delhi NCR region, with several key locations reporting ‘very poor’ conditions and notable fluctuations in pollution levels.

A bench of Justices Abhay S Oka and Augustine George Masih said the second report submitted by the court commissioners showed an “abject failure” of authorities in implementing the GRAP IV curbs in letter and spirit.

The judges directed the Punjab government to issue strict instructions to prevent any such activities, reinforcing that officials should not help farmers circumvent the rules.

GRAP-4 restrictions specifically relate to restricting entry of trucks carrying non-essential goods into the national capital

The court strongly criticised the Delhi government, police, and other authorities for failing to prevent the entry of lorries into the city, a key GRAP-IV directive. It urged the CAQM to expedite actions against those found guilty of non-compliance.

The Supreme Court on Thursday said that all Graded Response Action Plan (GRAP)-IV measures except relating to schools will continue to be in place next hearing on December 2. The apex court also said that action against officials for 'serious lapse' in implementation of GRAP-IV measures needs to be expedited.
