This area connects to the Green Zone Platforms area. You will need a key to gain access to the windmill. The owl appears on the tree next to the windmill at night only.
The Green Zone Warp area consists of four dours. Two of these doors lead to new areas, but the other two are small rooms with one Cube Bit each.
